Black Brilliance Research
Effective Date: September 4, 2026
Last Updated: September 4, 2026
1. Scope of This Policy
This Privacy Policy explains how Black Brilliance Research (“BBR,” “we,” “our,” or “us”) collects, uses, maintains, and discloses Personal Information through websites, platforms, registration forms, portals, projects, programs, and online services owned or operated by BBR that display or link to this Policy. These are collectively referred to as the “BBR Properties.”
“Personal Information” means information that identifies, relates to, describes, or could reasonably be linked to an individual or household. It does not include information that cannot reasonably be linked to an identifiable individual or information that applicable law excludes from its definition of Personal Information.
A particular BBR Property, project, program, research activity, transaction, or service may provide an additional privacy notice or consent form. That additional notice applies along with this Policy. If the additional notice conflicts with this Policy, the additional notice controls for that activity.
This Policy does not govern independently operated websites, services, or systems belonging to BBR’s partners or other third parties, even when BBR links to or works with those organizations.

5. How BBR May Disclose Information
BBR may disclose Personal Information to the following categories of recipients when reasonably appropriate for the applicable purpose.
Service Providers and Contractors
BBR may provide information to vendors, consultants, instructors, contractors, and service providers that support activities such as website hosting, data storage, communications, payment processing, learning platforms, application processing, research, analytics, technical support, security, accounting, and program administration.
Program, Project, and Research Partners
BBR may disclose information to funders, evaluators, educational institutions, community organizations, workforce organizations, employers, apprenticeship sponsors, researchers, government agencies, technology providers, internet providers, device suppliers, and other partners that help fund, administer, evaluate, or deliver an offering.
The information disclosed will depend on the offering, applicable agreements, reporting requirements, and the role of the recipient. It may include identifiable information when reasonably necessary and permitted, rather than only aggregated information.
Sponsoring or Registering Organizations
If an organization registers, sponsors, funds, refers, or pays for your participation, BBR may provide that organization with information concerning your registration, eligibility, attendance, participation, progress, completion, benefits, or use of the sponsored service.
Payment and Benefit Administration
BBR may disclose information to payment processors, financial-service providers, stipend administrators, reimbursement providers, device suppliers, internet providers, and other organizations involved in completing a transaction or delivering a requested benefit.
Legal, Safety, and Security Purposes
BBR may disclose information when it reasonably believes disclosure is necessary to:
- Comply with applicable law, legal process, a court order, subpoena, or governmental request;
- Enforce an agreement, policy, or program requirement;
- Investigate fraud, misconduct, unauthorized access, or a security incident;
- Protect the safety, rights, property, systems, or operations of BBR, its participants, its partners, or others; or

Organizational Transactions
BBR may disclose or transfer information in connection with a proposed or completed merger, reorganization, financing, asset transfer, acquisition, sale, bankruptcy, or similar organizational transaction, subject to applicable law.
At Your Direction
BBR may disclose information when you direct, authorize, request, or consent to the disclosure.
6. Cookies, Analytics, and Online Tracking
BBR Properties may use cookies, analytics tools, pixels, logs, and similar technologies to operate website features, remember preferences, understand website use, measure performance, improve services, detect security issues, and support communications or outreach.
Third-party analytics, hosting, embedded-content, social-media, or marketing providers may receive technical and usage information when their technologies are used on a BBR Property. Depending on their services and configurations, those providers may collect information about online activity over time or across different websites and services. Their handling of information is governed by their own terms and privacy practices.
BBR does not currently respond to browser-based “Do Not Track” signals in a uniform manner. Where applicable law requires BBR to recognize a legally valid browser or device-based privacy preference signal, BBR will do so as required.
You may be able to restrict or delete cookies through your browser or device settings. Blocking cookies may prevent some website features from operating correctly. A BBR Property may provide additional cookie controls where required or technically available.
BBR does not currently sell Personal Information in exchange for money. Certain privacy laws may define “sale,” “sharing,” or targeted advertising more broadly than an exchange for money. Where those laws apply to BBR’s activities, BBR will provide the notices and choices required by applicable law.
7. Research, Surveys, and Program Evaluation
BBR may conduct research, surveys, interviews, focus groups, evaluations, or other information-gathering activities.
A formal research study may be governed by a separate study description, consent form, agreement, privacy notice, or research protocol. Those materials will describe any additional information collected and any study-specific uses or disclosures.
Participation in a research study, interview, survey, or evaluation is governed by the terms presented for that activity. This Privacy Policy does not replace any separate consent required for a particular research activity.
BBR may use research and evaluation information to develop reports, findings, presentations, publications, tools, prototypes, recommendations, or program improvements. Any public use of your name, identifiable image, voice, testimonial, or identifiable work will be governed by an applicable release, consent form, agreement, or other authorization.
8. Third-Party Websites and Services
BBR Properties may contain links to or integrations with websites, platforms, payment systems, learning systems, internet providers, device providers, social-media services, or other services operated by third parties.
BBR does not control and is not responsible for the privacy, security, content, availability, or practices of an independent third party. You should review the third party’s privacy policy before providing information through its service.
A reference or link to another organization does not mean that BBR controls that organization’s information practices.
9. Data Retention
BBR may retain Personal Information for as long as reasonably necessary to:
- Provide services and administer programs or benefits;
- Maintain accounts, transactions, educational records, participation records, equipment records, research records, and business records;
- Satisfy contractual, partnership, funding, accounting, insurance, or reporting requirements;
- Protect security and prevent fraud or misuse;
- Resolve disputes and enforce agreements;
- Establish, exercise, or defend legal claims; and
- Comply with applicable law.
Retention periods may vary according to the type of information and the reason it was collected.
Information may remain in backups, archives, or systems maintained for legal, security, continuity, or recovery purposes after it is removed from active systems. BBR is not required to retain Personal Information solely because it may later become the subject of a privacy request, unless applicable law requires otherwise.
10. Data Security
BBR uses reasonable administrative, technical, and organizational measures designed to protect Personal Information in light of the nature of the information and BBR’s operations.
However, no website, network, electronic transmission, storage system, or security measure can be guaranteed to be completely secure. BBR cannot guarantee that information will never be accessed, acquired, altered, lost, misused, or disclosed without authorization.
You are responsible for protecting your account credentials and notifying BBR if you suspect unauthorized access to an account or service.
11. Children’s Privacy
BBR’s online services are not directed to children under 13, and BBR does not knowingly collect Personal Information online directly from children under 13.
A parent or legal guardian must submit information or complete an application, registration, or other online activity on behalf of a child under 13. A program may impose a higher minimum age or require parent or guardian authorization for participants under 18.
If BBR learns that it collected Personal Information online directly from a child under 13 without required authorization, BBR may delete the information or take other action required by law.
Parents and legal guardians may contact BBR regarding information submitted concerning a minor. BBR may verify the requester’s identity and authority before responding.
12. Privacy Choices and Requests
Communications
You may unsubscribe from promotional emails by using the unsubscribe option included in the message or by contacting BBR.
Even if you unsubscribe from promotional communications, BBR may continue sending transactional, security, program, payment, account, legal, and administrative communications when appropriate.
Privacy Requests
Where applicable law gives you the right to request access to, correction of, or deletion of certain Personal Information, you may submit a request using the contact information in Section 15.
BBR will process verified requests when and to the extent required by applicable law. BBR may deny or limit a request where permitted by law, including when information must be maintained for contractual, financial, program-administration, security, fraud-prevention, recordkeeping, dispute-resolution, or legal purposes.
BBR may request information reasonably necessary to verify your identity, locate the relevant records, and confirm your authority to make the request. BBR may decline to act on a request that cannot reasonably be verified.
A parent, legal guardian, or other authorized representative may submit a request when permitted by applicable law. BBR may require documentation establishing that person’s authority.
BBR may provide additional notices, request methods, appeal procedures, or privacy choices when required by a law applicable to a particular person or activity.
13. Information Concerning Other People
If you provide BBR with Personal Information concerning another person, you represent that you are authorized to provide that information and that the disclosure is consistent with applicable law.
Do not submit confidential, sensitive, or third-party information that BBR has not requested or that you are not authorized to disclose.
14. Changes to This Policy
BBR may revise this Privacy Policy to reflect changes in its practices, services, technologies, partnerships, or legal obligations.
The revised Policy becomes effective when posted unless a later effective date is stated. The “Last Updated” date identifies when the Policy was most recently revised.
Where required by law, BBR may provide additional notice of a material change. Your continued interaction with a BBR Property after a revised Policy becomes effective will be subject to the revised Policy.
